All organizations try to hide real information under Standard Templates of documentation. Because it need to "look" worth the effort/money put in. You can't spend 3 man months and produce a two pager. It is skillfully wrapped as 'Professional'.
The rough document created from scratch (without a template) most likely has all you need it to have - guidance to WORK.
